3 reasons:
If he steals 10 billion 3 times a year he has legitimately stolen all of the money pulled out of the ACA/Medicare.
It’s a round number and Scaramucci (remeber him?) has said that trumps goal is to make 50 billion a year.
It’s not enough to make him the richest person in the world in one deal, but if he can do it a few times a quarter he’ll have a trillion dollars before he leaves office.

This is the key question that is not entirely clear. If it gets paid to the general Treasury, it might be a political policy that many people oppose, but not sure it justifies impeachment. If it either goes into accounts outside the appropriation power of Congress, or worse, into his own pocket (or an organization he controls like his stupid Board of Peace or his Presidential Library Foundation), then it is more than justifies impeachment and imprisonment.
